Performance of the Bretton Wood System THE PERFORMANCE OF THE BRETTON WOOD SYSTEM This essay will assess the performance of the Bretton Wood system which was first established in 1944 by 730 delegates from all 44 Allied nations who gathered at the Mount Washington Hotel in Bretton Woods, New Hampshire, United States, and began an international control of global monetary relations between nations. The essay will show that the system has been relatively successful and contributed towards the development of global free trade amongst nations and helped prevent the kind of economic disasters such as the Great Depression of the 1930s, which was felt to have been one of the causes of World War 11. However, the essay will also argue that criticism of the Bretton Woods as merely the vehicle for US hegemony over the international economy is also justified. The Bretton Woods System began in 1944 with the United Nations Monetary and Financial Conference, and established the International Monetary Fund (IMF) and the International Bank for Reconstruction and Development (IBRD). In the new agreement on the monetary system, each country member must ensure the exchange rate of its currency is remained within a fixed value,in terms of gold and for the IMF to help support countries suffering temporary imbalances of payments (Markwell, 2006). The Bretton Woods agreement came near the end of a World War that had devastated the globe and many thought that the war itself was partly a result of the economic policies of the pre-war years. In the 1930s the United States preferred policies of isolationism that led them to demand repayment of Allied war debts from World War 1 and caused countries to independently set economic conditions for global trade that cause deflationary problems that aggravated the decline of world trade, led to mass unemployment and negatively affected the majority of the economies of the developed world. The most serious outcome was the decline in the international flow of capital and the retarding of development of international investment. The War left the main economies aware that peace could only be maintained if countries cooperated and efficiently managed the value and exchange rates of currencies. As Cordell Hull (US Secretary of State) argue if there was a freer system of trading where countries treated fairly and eased on trading regulations, they could all raise their living standards, therefore, economic development would be a peaceful competition, thus eliminating the economic dissatisfaction that breeds war (Hull, 1948, p.81) Keynesian economic theory was now the dominant foundation of most countries economic policy-making and this promoted a greater role for government in trade with national politics based on governments assuming a responsibility towards all their citizens. The War also left countries feeling a clear need for economic cooperation and peace to be maintained through trade and that trade to be structured by an international monetary system based on free markets (Markwell, 2006). However, it was the plan of Harry Dexter White from the US Treasury, rather than Keyness own plan that was the main framework for the Bretton system, and this showed from the outset that the dominant nation in the system would be the USA, leading to accusations that the Bretton system is little more than an economic vehicle for American hegemony (Strange, 1996) The first goal of the new approach to global trade was post-war reconstruction of the devastated economies of Europe and Asia. The Bretton Woods system, as the ‘first example of a fully negotiated monetary order intended to govern currency relations among sovereign states† (Cohen, 2009, p.1). However, the reality was that Europe and large parts of Asia were in virtual economic collapse due to the World War and the creation of the International Monetary Fund (IMF) needed to also be supported by an International Bank for Reconstruction and Development, now known as the World Bank (WB). The system was designed to regulate â€Å"the par value exchange rates and lend reserve currencies to nations with trade deficits† thus enabling them with international assistance to re-build their economies and later to help finance the poor or developing countries with their reconstruction projects (Stephey, 2008, p.1) If we examine how nations did recover from the War and the impressive development in the 1950s and 1960s of countries like Germany and Japan, then our assessment of this period of the Bretton Woods, aligned with the Marshal Plan for reconstruction, must agree that Bretton was a positive influence and relatively of some success. The Great Depression in the 1930s was due to the lack of a leading, dominant state to play a hegemonic role in the international economy. In Bretton Woods institutions the US dollar was the dominant currency and became the extension of American hegemony to the international economy (Stephey, 2008, p.2). However, as Susan Strange noted, any multilateral institution might become merely the â€Å"instruments of the structural strategy and foreign policy of the dominant state†, and for many critics of the IMF and the World Bank, the problem is the dominance through these institutions of the majority of the globes nations by a very few powerful nations led b y the US (Strange, 1996). The IMF is seen as a multilateral institution that lends money to governments to stabilize currencies and maintain order in international financial markets. However, its lending carries stringent loan conditions that many see as contributing to worsening conditions for the majority of citizens in the countries that are least able to compete with the economic might of developed countries (Strange, 1996). The IMF is supposed to focus on creating ‘a stable climate for international trade by harmonising its members monetary policies, and maintaining exchange stability (Bretton Woods Project, 2005). It can ‘provide temporary financial assistance to countries encountering difficulties with their balance of payments and it is based on consensual decision-making with the aim of ‘helping countries whose economies are under-developed or in crisis (Bretton Woods Project, 2005). However, to assess the success of this one has to evaluate the degree of ‘fairness in IMF/World Bank strategies and many critics, like Strange (1996) and Mazzei (2007) are highly critical of the true purpose of the Bretton Woods System. For example, Mazzei (2007) finds that it is the ‘poor countries that actually finance the World Bank and not the other way around (p.2). Mazzei notes how ‘that for 20 years poor countries have financed the World Bank, while it is rich countries that co ntribute only 1/4 of total fund and yet it is them who hold 3/4 of the votes (p.2). The first major point of concern for the global economy was in 1971 when the US used its power over the global economy through the Bretton Woods system to protect its own interests against those of the rest of the world. The United States unilaterally terminated convertibility of the dollar to gold. The US could now unilaterally control the global economy by insisting that the United States dollar became the sole backing of currencies and a reserve currency for all the member states (Strange, 1996, p.20). This actually led to the virtual collapse of the Bretton Woods System in the 1970s and plunged the world into economic decline while it fought to adjust to the changes brought about by US policies (Strange, 1996; Cohen, 2009, Calleo and Rowland, 1973). The US ended the tying of the Dollar to the Gold Standard and left it and other global currencies to float free. Keynes had originally planned that the world adopt a global currency but it was adoption in 1944 of Dexter Whites own pla n to make the dominant trading currency of the world the Dollar that had structured the future policies of the IMF/World Bank and allowed the US to have the power to dominate the globes trade. By the 1970s the US was coming under strong criticism for its unilateral control of global trading. French President Charles De Gaulle ‘claimed that the international monetary system allowed the United States to live beyond its means and forced the European surplus countries to finance Americas military empire overseas (Gavin, 2002, p.4). The Bretton Woods system was designed to separate monetary economic policies from power politics, and yet, by the 1970s it had become ‘highly politicized and required constant political intervention to keep the system functioning smoothly (Gavin, 2002, p.5). The faults of the Bretton Woods System were listed by Bordo (1991, p.20) as ‘the gold exchange standard, which placed the United States under threat of a convertibility crisis secondly the problems with the ‘adjustable peg, because, in the face of growing capital mobility, the costs of discrete changes in parities were deemed so high, the system evolved into a reluctant f ixed exchange rate system without any effective adjustment mechanism and finally that ‘U.S. monetary policy was inappropriate for a key currency. Thus, the Bretton Woods System collapsed in the 1970s but its basic institution of the IMF and subsequently the World Bank remain as the guiding bodies of the international economy. The World Banks task is lending to promote the growth of world trade and to finance the post-war reconstruction of European economies. It is a ‘multilateral institution that lends money to governments and government agencies for development projects. However, the Bank also imposes harsh conditions through Structural Adjustment Programs, forcing countries to adopt reforms, deregulate capital markets, promote privatisation of state enterprises, and downsize public programs for social welfare. This results in policies such as privatisation of utility suppliers, bringing in fees and privatisation of education and health services. For its critics the World Bank and IMF have become the contributors to the persistence of world poverty rather than vanguard for preventing it and represent not the interests of the global society but rather the interests of Wall Street and the United States Treasury Department (Strange 1996, Cohen, 2009, Markwell, 2006) In contrast, the supporters of the World Bank insist that the Bank is an institution in which the rich developed countries can serve to improve the global economy and the ‘capacity of countries to trade by lending money to war-ravaged and impoverished countries for reconstruction and development projects (www.imf.org). Thus, in assessing the success of the Bretton Woods System and its subsequent trading organisations such as the IMF and the World Bank, one can see a very different analysis depending on your political affiliation. Rather than separate power politics from global trading, the System has become directly linked to the fortunes and hegemony of the US. Its record in helping a devastated globe recover from the affects of World War 11 is very good and the global economy has grown over each decade. However, its critics still see it as chiefly dominated by the US and its allies and whilst it continues to support the growth of trade its image as a vehicle mainly for the US retards how well its future role in the global economy will be judged by the growing economic powers of countries like China and India. Curiosity Killed a Friendship Essay -- Personal Narrative Essays

How many people wonder about holes in the ceiling and cracks on the floor? When did they happen? What caused them? Or what about when you see a cigarette in someone’s hand and ask yourself how do they feel about smoking even though they know it’s dangerous. And even if people do think about these things, why? For what purpose? I guess I do it out of boredom. But is boredom really an excuse? I mean, really, how bored can a person get? I don't believe it is boredom after all, probably curiosity, which can build to all sorts of lengths, and I believe it most certainly starts there. How else can you explain why I want to know what happened to a certain somebody when a certain somebody else, punches them in the eye? I am almost positive it isn’t boredom, but curiosity and that is where and how I try to make sense of this story. It begins on a nice hot October morning, with birds singing and flowers in full bloom, ok, not really. I live in Washington for crying out loud. But how awesome would it be if it worked out that way. It really would put something beautiful into this mesh of words. Actually it really didn't have a starting place, but starting people. A group of friends. All the people in this group and all the people that surrounded this group were a part of my life and some still are. I don't really understand why, but at first I really did enjoy hanging out with these people. I guess maybe because they were 'cool', but I mean we never really did anything cool. So basically we sat around pretending to be cool, because we were considered cool. Or maybe it was just the others that were considered cool. I really don't know, but pretending to be cool was just not all that cool to me. I don't understand how people can hang out w... ...re. Sadly, the infection, the disease had taken over me too. I had officially become part of the crew, in fact that one conversation, everything I hated about myself and anything else bestowed upon me had been poured out, through words on my phone. The girl I told this to was very upset and lost a friend. I went from the loved to the hated in a matter of a fifteen-minute conversation. And quite frankly I was so upset that I really didn't care to speak to any of them again. I decided not to do anything mean (wow, I really had become a bad person if I had to decide not to be mean). So maybe my story was pointless and you don't understand why I think curiosity is the cause of all things and why it kills all, but it killed my friendships, it killed my personality, it killed my life. But then she changed, a little, and we became friends again. Or at least I hope... ï Å'

The Representation of Tone in The Turn of the Screw by Henery James Ess

The tone of a novel is defined as a way for the author to express his/her attitude toward such story elements as characters, setting, or situation. Tone is present in every novel any author’s writes, as it is this literary device that sets the mood of the story for the reader. Henry James uses tone very effectively in the novel, The Turn of the Screw. The story begins with a joyful and dreamy mood to frightening and furious in the middle and finishes with sorrow and mournful in the end. The shifts in tone are caused by the changes in attitude and actions by the governess. In the beginning of The Turn of The Screw, the tone is very joyful and dreamy. The story begins with Douglas and friends all telling each other scary stories. It is very peaceful and everyone is enjoying the stories being told. The tone is very joyful as represented by â€Å"Is n’t anybody going? It was almost the tone of hope. Everyone will stay!† (James, 6). This shows that everybody is having fun telling each other scary stories and are willing to stay and wait to here the story from Douglas. It was very hopeful as the stories being told were pleasant for the people around the campfire. The tone remains positive at the beginning of the governess’s story. The governess arrives at the house and sees this beautiful girl who is very polite and is too good for her own self. The governess is very happy that she was able to get the position for the job and to experience all of it that she believes that it is almost a dream. This is shown when she says such a place as would somehow, for diversion of the you idea, take all colour out of story-books and fairy-tales†(James, 16). This proves that the governess believes that everything such as Bly, the place in which they are s... ...clusion, the mood represents that the governess has truly given up on the children and is very sad that nothing else can be done to help them and get rid of the ghosts that are haunting them. In conclusion, the shifts in actions and attitudes of the governess cause the tone to shift throughout the novel. The tone begins with being joyful and dreamy to furious in the middle and mournful in the end. This all concludes, that the literary device tone is very effective in portraying the mood of the story through the characters actions to the reader. Tone is perhaps one of the most important literary devices author’s use to connect the mood of the story to a reader’s heart and really makes them feel for the characters and what they go through. Human nature, in individuals, as well as within united bodies of people, is to correct, learn, and grow from ones mistakes. If one cannot learn from one’s own mistakes, it is necessary then to learn from the mistakes of others. When dealing with the political sciences, especially in international history, it is possible to analyze what has succeeded, and what has failed. The United States, being a fairly young country, has the advantage of a relatively short past, unmarked by national chaos as a result of poor governing. The United States, by learning from past history of other nations, chose a system of stability and balance, called democracy, which has caused the United States to flourish over time. Democracy has successfully reined in this country for all of its 200-year history. Democracy, for our nation, has proved to be a keystone in every aspect of our success, our growth, and our strength as a country. It is crucial however, that we learn from the past, to realize that things can and do change. In the 1930s Germany, struck by inflation, a collapse in the economy, and national outrage, declined from a democratic republic, to a totalitarian state. The fall of the Weimar republic, and the rise of the NSDAP, which eventually led to WWII, shows how the drastic effects of economic problems, extreme nationalism, and drastic changes in cultural identity, can lead to a totalitarian state, and a complete political turnover within a nation. It is important to learn from the Weimar experience in order to help maintain the health, stability, and power of our own democracy today in the United States. At the turn of the 20th century, Germany experienced an industrial revolution that caused them to almost capitalize in trade and production as a country. By August of 1914 WWI had began and Germany, both economically, and socially was hit hard. By the closing months of 1918, Germany, once strong and peeking in industry and economy finances, returned from the war battered and beaten. They were completely finished off by the 1919 Treaty of Versailles. The treaty outright blamed the war on Germany, and charged them with the damage fines of the entire war. Such a huge amount of money would surely strike down and weaken an already tattered Germany, which was precisely the intention at hand. Germany was faced with paying for all damages caused by the war.

Why Did Civil War Break Out in 1642

Lack of Money One of the reasons why the civil war broke out in England in 1642 was because of Charles' lack of money. To discover the source of this, we have to go back to the beginning of James' reign. James was the first King to reign over both England and Scotland, and when he came down from Scotland it is said that he was astonished at how rich England was, while James had needed to borrow money for his travelling expenses. When James died in 1625, Charles came to the throne, and he, like his father, had very little money.Once Charles became King, the County Faction1 wanted him to go to war with the Catholics in Spain, so Charles asked them for taxes to use on the war. They refused to pay enough, so the war was hopeless, and Parliament blamed the King for this. The reason Parliament granted so few taxes was that they wanted to make sure they were called again. Charles, a firm believer in the Divine Right of Kings, thought that he should not have to rule with Parliament, and the only thing that kept him calling it was money2. One good example of the way Parliament made sure they were called back in Charles' reign was tonnage and poundage.These were duties imposed on certain imports and exports. It was normal for these duties to be decided in the first Parliament of a monarch's reign, but in the case of Charles, they only decided on it for one year, so the King would be forced to call them again. Although Charles tried to ask for more money, Parliament refused, because they believed he spent it on his favourites. Because of this, Charles had to get himself more money. He began using the Church Courts, exploiting taxes such as ‘ship money'3, and selling monopolies and titles. He also opened a Court of Star Chamber, which he used to fine people heavily to raise money.Since the judges in the Star Chamber were officials of the Crown, and there was no jury, Charles could be sure of getting a favourable result. Parliament was furious with this, and immediate ly drew up the Petition of Right, which asked the King to stop illegal taxation. The King signed it, but only because Parliament threatened to impeach Buckingham, one of the King's favourites. The quarrels about money went on, and eventually Charles decided to dissolve Parliament. He reigned without them for 11 years. When the new prayer book was brought into Scotland, a group called the Covenanters attempted to invade England.Charles called a Parliament to try and get taxes to fight the Covenanters, but they refused4, so Charles dissolved them again. He was forced to pay the Scots ? 850 a day to stop them advancing, and eventually, in 1641, his money ran out, and he had to call Parliament – he was bankrupt and at their mercy, so money was definitely a key factor in the outbreak of the civil war. Religion Another major influence in the outbreak of the civil war was religion. The religious quarrels began right at the start of Charles' reign, when Charles married Henrietta Mari a, a French Catholic.Although Charles didn't choose to marry her – his father, James, set up the marriage – the public, especially the Puritans, didn't like having a Catholic as Queen. A few extremists even saw this as a sign that Charles was secretly Catholic! After the King dissolved Parliament, he made William Laud the Archbishop of Canterbury, in 1633. While Laud was Archbishop, he made many changes to the Church. Most of these changes involved beatifying the Church and bringing back robes for priests, statues and stained-glass windows. All these things reminded the English of Catholicism.In 1636, Archbishop Laud decided to introduce the English Prayer Book (which stated how services should be run) into Scotland. There was nationwide rioting, because no one wanted to follow the new Prayer Book. Scotland was a Presbyterian (Puritan) country, and they thought that the English Prayer Book was far too Catholic to use in Scotland. This eventually led to many Scots, call ed the Covenanters, marching down the country in an attempt to invade England. At this point, Charles had to call Parliament to ask for taxes to pay for the war, but was horrified to see that most of the MPs were on the Covenanters' side.Parliament agreed that the Prayer Book was too Catholic, so Charles dissolved them again, but after he ran out of money to pay the Scots (see the Money section above) he was forced to call Parliament again. Parliament first put Laud on trial, and found him guilty. Later they decided to execute Strafford on charges of organising an army in Ireland, where he governed. It turned out that this was a big mistake. As soon as Strafford was executed, the Irish Catholics rebelled against the Protestants, saying they were rebelling for the King.Although it was clear this was not true, Parliament did not trust the King when he asked them for an army, and so refused, believing he would use it to crush them instead. Foreign Affairs Another factor in the outbreak of civil war was foreign affairs. On the continent, the 30 Years War was going on, where Catholic rulers attempted to wipe out the Protestants in their countries. This fuelled people's fears that something similar might happen in England. Other foreign causes of the war were from Ireland and Scotland, and are detailed above. Charles' PersonalityAlthough it may seem unimportant, Charles' personality was a major factor in the events leading to civil war. To start with, Charles hadn't expected to be King at all – his elder brother, Henry, had been expected to take the job, but when he died suddenly in 1612, Charles became the heir to the throne. Charles also believed in the Divine Right of Kings. He thought, as his father had before him, that Kings were appointed by God, and could not be wrong. He disliked having to rule with Parliament, and thought that he should be able to do anything he liked. This caused much friction between him and the MPs. Parliament The Short Parliament When Parliament was summoned in April 1640, Charles had governed for eleven years without them5, and while this certainly went against the spirit of the English constitution, it was within the King's prerogative to do so. Charles was forced to call a parliament when the Scots rebelled. Putting an army into the field to deal with the Scots put a heavy drain on the royal finances, so Charles needed to levy a tax, which he could only do with the consent of Parliament. When Parliament met the gentry from the counties used the occasion to vent their frustration, with Harbottle Grimston and John Pym leading a catalogue of complaints.Three weeks later, Charles dissolved Parliament, blaming ‘the malicious cunning of some few seditious affected men'. This was known as the Short Parliament and it sat from 13 April, 1640, to 5 May, 1640. The war with the Scots did not fair well for Charles, but he eventually came to an agreement of ? 850 a day to keep the Scots at bay. The Long Parliamen t In order to pay this and get funds for a final settlement Charles had to summon another Parliament6. This time Charles could not afford to dismiss Parliament until he got what he wanted, and this gave Parliament an important card to play in what was to come.The Long Parliament, as it was known, sat from 3 November, 1640, for 13 years, until Oliver Cromwell suppressed it. It should be noted it was not formally dismissed until 1660, after the Restoration. Therefore, when Parliament met in November 1640, it was with a mood of constitutional reform. Of the 493 MPs elected: * 340 were anti-Court (the County Faction) * 64 were for the Court (supporters of the King) * 59 were of an unknown disposition * 17 were disabled from sitting (these were mainly of the ‘Court Camp') * The remaining 13 were probably of the Court Faction.Parliament pinned the blame for what went wrong on the King's advisors, rather than Charles himself, sending both Strafford and Laud to the Tower. Charles also tried to heal the rift by signing Strafford's death warrant, passing a bill that allowed for Parliament not to be dissolved without its own consent, a bill making ‘ship money' illegal and other bills that taken together demolished the framework of prerogative government. The Thrilling Climax All of these causes led to some key events in 1641 and 1642. It turned out that the execution of Strafford had been a mistake. Without Strafford to reign over Ireland, the Irish rebelled in 1641.This raised an insoluble problem; who would command the Army, King or Parliament? John Pym took the initiative by issuing the Militia Bill and, more importantly, the Grand Remonstrance. It listed all the things Charles had done wrong in his reign, suggested less power for bishops, and said that Parliament should have power over the Church and the appointment of Royal ministers. It was passed by 11 votes, which meant that, while most of the Commons had previously been against him, now almost half o f them supported him. However, it was after this that the King made a foolish move.On the advice of his Queen (who was used to French politics, where the King had much more power over the way the country was run), Charles decided to arrest the five ringleaders, including Pym. On 4 January, 1642, Charles attempted to get into the Commons to arrest the five MPs, and found that after he and his guards had battered the door down, the MPs had been warned and weren't there. This action turned most of Parliament against him once more, because it was held to be a breach of Parliamentary privilege7. On the next day, the escaped MPs paraded up and down London guarded by the Trained Bands, an army of part-time soldiers.
